the improvement without increasing the burden of the

mass of tonnage using the port. This idea was hardly

one for the Imperial Shipping Committee to mport upon,

especially as there are considerations which could hardly

be assessed here, but it is noteworthy that the division

of opinion in the Hong Kong Advisory Committee was as

between a Government Majority and a minority interested

in the Godown Company and the Liners. I suspect that the latter want the improvement at somebody else's expense.

So I thought after hearing the evidence of the two witnesses

(majority and minority) referred to Clause 8 of the

accompanying letter.

P.S. It may be replied that the Godown Company will

pay for the deepening immediately off their piers.

But the 2 feet extra over the whole area proposed to

be dredged is for their or their clients' benefit, as

will be seen if you visualise a long vessel manoeuvring

in & current in the relatively small area to be deepened.
